BUG: I has the Microsoft.Web resource provider unregistered on a Subscription, so it wouldn't show up under the "providers" list for a Resource Group in the Subscription within he Resource Explorer. I then went to the Azure Portal and Registered the Microsoft.Web resource provider. Then when I went back to the Resource Explorer, the Microsoft.Web provider still will not show up under the resource group, so I am unable to run ARM REST API methods for the Microsoft.Web resource provider within Resource Explorer.

Is there a caching issues of some sort with the Resource Explorer that prevents newly registered Resource Providers from showing up for use within the tool?

Let me know if you need any further information about this but. :) Thanks!

Does it show up after you create at least one resource of that type? e.g. try creating a Web App from portal.

Only providers with atleast one resource in any of user's subscription are included in the providers list. I think you might be hitting this case since you have no Microsoft.Web resources.
As a workaround if you create a site using the portal it should show up.

Well this is a bug after all. I don't have any Web App or App Service resources yet. But I don't have other resources who's providers are listed under the "Resource Group -> providers" list. It seems that only Microsoft.Web is missing from the list.

You should be able to create new Microsoft.Web resources on a Resource Group even though there aren't any others in the Subscription yet.

Could you share a screenshot of what your providers list looks like under any of your resourcegroup?
